From Compliance to Transformation: Bagamati Province Set as an Example for Mainstreaming GESI Approach
Nepal’s 2015 Constitution marked a shift from a centralised to a federal and decentralised system of governance, aiming to ensure equality, equity, and social justice. The Provincial and Local Governance Strengthening Programme (PLGSP) aims to support this transition by fostering inclusive, eective, and democratic governance at the provincial and local levels.
Initially implemented from July 2019 to July 2024, PLGSP was reprogrammed for July 2024 to July 2029 following an extensive stakeholder engagement and consultation process. The revised phase emphasises greater responsiveness and alignment with evolving provincial and local needs PLGSP is jointly funded by the Government of Nepal and development partners through a Joint Financing Arrangement, which operates on-budget and on-treasury. UNDP, serving as the Technical Assistance (TA) provider, delivers on-budget but off-treasury with an intent to leverage its technical expertise and facilitation role to support positive transformations that ultimately contribute to more inclusive and effective delivery of services to all.
