A learning-sharing workshop with Vice-Chairs and Deputy Mayors from the Dhanusha and Mahottari districts was organized by PRTC/PLGSP, Madhesh Province, on 29 May 2025 at the PRTC seminar hall. Eighteen women leaders participated in the workshop. The event provided a valuable platform for them to exchange experiences, share best practices, and discuss challenges in local governance. PRTC/PLGSP also provided expert services to facilitate the discussions and offer inputs to help overcome the challenges they have been facing. Many participants demonstrated exceptional leadership by managing multiple sectors such as planning, social welfare, and judicial affairs—some even leading up to nine committees. Their efforts have contributed to resolving long-standing disputes and promoting inclusive governance.

However, the workshop also highlighted several challenges these leaders face. Although the Constitution grants them significant authority, many Vice-Chairs and Deputy Mayors encounter institutional and political barriers that prevent them from fully exercising their roles. Their proposals for inclusive service delivery and good governance are often rejected without justification, and they lack technical support—particularly in judicial functions. Gender bias and exclusion from key decision-making processes further hinder their effectiveness.

Despite these obstacles, these women leaders continue to demonstrate resilience and dedication. Their ongoing engagement with communities and commitment to public service underscore their vital role in grassroots governance. The workshop reaffirmed the transformative potential of women’s leadership when supported and empowered.
