Review and Orientation Program on LISA and FRA for LGs and DCC Officials of Madhesh Province

The Provincial Research and Training Center (PRTC) of Madhesh Province, in coordination with District Coordination Committees (DCCs), organized Review and Orientation Programme on LISA and FRA for all 136 Local Governments (LGs) in Madhesh Province. LGs are mandated to complete their Local Government Institutional Capacity Self-Assessment (LISA) and Fiduciary Risk Assessment (FRA) by the end of the POUSH month each fiscal year. The workshops, conducted at the cluster level that comprised four events covering pairs of adjoining districts: Saptari & Siraha, Dhanusha & Mahottari, Sarlahi & Rautahat, and Bara & Parsa.

During the initial two days of the 3-day programme, IT Officers, Chief of both Planning and Finance sections and DCCs’ officials actively participated in review and reflection sessions. They also engaged in SWOT Analysis of LISA and FRA implementation at the LG level where they came up with some key points to share with their Chief Administrative Officers (CAOs) and District Coordination Officers (DCOs) seeking their instructional support for further improvement.

On the third day, the focus shifted to sharing the outcomes of the SWOT Analysis of LISA and FRA with the CAOs of the respective LGs. The aim was to draw their attention towards the identified weaknesses for further improvement in line with effective implementation of LISA and FRA in the LGs. Participants also discussed certain indicators that they found to be unclear.
