In-Service Training Begins to Strengthen the Performance and Service Delivery Capacity of Local Government Staff
Two group of in-service training to Assistant 4th level of Staffs working at LGs has commenced on 12 Ashwin 2083 (28 September 2026) in parallel at the Province Research and Training Center (PRTC), Madhesh Province. This training will continue to 30 workings day. The training aims to improve participants’ knowledge, skills, attitudes and work performance, contributing to more effective public service delivery.

A total of 71 staff are participating in the training. This includes 22 women, 42 men and seven participants from gender and sexual minority groups. Participants are from more than 42 local governments of Madhesh Province.



Training Curriculum
The training focuses on practical knowledge and skills needed for day-to-day work. The curriculum covers 11 modules. Key areas include office operation and management, financial administration, public service delivery, performance management, effective work performance, information and communication technology, contemporary issues, development management, provincial civil service, legal issues, and field study and assessment. The training also includes practical exercises, presentations, SWOT analysis, organizational development planning and field-based learning.

Opening Session
The opening session was chaired by Babali Mehta, Executive Director of PRTC. Parbati Sharma, Provincial Secretary, attended as the Chief Guest. Arjun Kushwaha, Provincial Coordination Analyst, PLGSP, and other provincial officers attended the session.

Addressing the session, the Provincial Secretary highlighted that the training would strengthen participants’ knowledge, capacity, attitudes and work performance. She also emphasized the importance of staff behavior and conduct, as local governments are directly connected with citizens. The Executive Director noted that decisions at the local level can have a significant impact on people and therefore require careful consideration.
Expected Contribution
The training is expected to help participants apply their learning in their daily work. It will strengthen basic administrative, financial, service delivery and development management skills. It will also support better use of knowledge and skills at the workplace. These improvements contribute to more effective public service delivery and support PLGSP’s focus on strengthening the capacity and performance of local governments.
