Public Procurement Training to the Government Personnel of Provincial Ministries and Offices

Date: 06-08 March 2021 (22-24 Falgun 2077)

Venue: Hotel Pauwa, Bhairahawa, Rupandehi

Province Government, Lumbini Province e, Office of the Chief Minister and Council of Ministers (OCMCM)/ Provincial and Local Governance Support Programme (PLGSP) organized three days public procurement training to the government officials of provincial ministries and offices with aims to provide comprehensive technical and empirical knowledge regarding public procurements. The programme also expected to make aware on the economy, transparency, efficiency, effectiveness, fairness, integrity, open/wider competition in the public procurements and optimum use of public resources.

The programme was inaugurated by chief guest Mr.Bharatmani Subedi, principal secretary of OCMCM/Province Government and chaired by Mr. Narayan Prasad Sharma Duwadee, Secretary of OCMCM and PPD of PLGSP. Welcome remarks and objective of the program was presented by Mr. Suresh Chandra Acharya, Officer-tenth level of OCMCM and PPM of PLGSP

There was active participation from the various ministries and offices. Among 44 participants, 2 Female, 42 Male, 2 Dalits, 2 Janjatis, 6 Madheshi, 1 Muslim, 33 Brahman/Chhetri.

Programme sessions were facilitated by resource persons Mr. Hari Prasad Phuyal, retired from GoN,  Mr. Ram Chandra Sharma, Head of District Treasury Comptroller Office, Banke, Mr. Suresh Pradhan, retired secretary of GoN, Mr. Bidur Khadka, Senior Division Engineer, Mr. Deepak Gyawali, Head of Province Treasury Comptroller Office, Lumbini province, Mr. Shankar Aryal, Chartered Accountant (CA) of Shankar Associates.

 The participants expressed that the sessions were well captured important topics and issues in the procurement management cycle. They also said that, last session related to TDS and VAT focusing on the practical problems and issues were also very fruitful. Programme was interactive and real issues base. Resource Persons were delivered a theoretical as well as practical knowledge and skills with high confidence and put instances on the basis of current and past experiences.

 Dr. Gopi Krishna Khanal, Joint Secretary of MoFAGA, National Programme Director (NPD) of PLGSP/PCU joined the programme as chief guest . Mr. Narayan Prasad Sharma Duwadee, secretary of OCMCM and PPD of PLGSP as chair of closing session. The resource persons also joined the closing session.

On the closing session, training certificates were awarded to the participants jointly with NPD, PPD and resource persons. Closing remarks were put by representing from the side of participants and resource persons. PPD thanked to all participants and resource persons insisting that the learning shall be reflected in the workplace. Then, he invited to NPD to put closing remark. NPD/Dr. Khanal thanked OCMCM to inviting in the programme and expressed importance of procurement. He also briefed about initiations in the various area as capacity development, upcoming IPF, different training module for elected representatives, civil servant at local-level and review meeting at provincial level in the ministries. He insisted on donor concerns on the low delivery of the PLGSP and reiterated that PLGSP is completely OCMCM's programme and its success depends on the same. He requested to PPD and province government to initiate the process for managing on the jobs trainings and capacity development trainings for non- gazette officials at provincial level. MoFAGA will provide necessary support on it. He concluded the program with valuable and meaningful remarks.
