A joint monitoring visit under PLGSP was conducted from 16 to 20 November 2025 across Parsagadhi Municipality, Jagarnathpur Rural Municipality, and Thori Rural Municipality. The visit aimed to review the progress of ongoing IPF-supported projects and provide mentoring on key technical and administrative processes. The team monitored major interventions including SMART School digitalization, the Digital/Smart Palika system, and the Thori Lal Park Eco-Tourism Initiative. 

During the visit, the team observed encouraging progress. Two schools in Parsagadhi were found ready for SMART classroom installation, while the other two received clear guidance on infrastructure preparation and ICT requirements. In Jagarnathpur RM, the municipality made strong progress in preparing e-bidding documents and received technical support to refine software specifications and procurement planning. Thori RM further strengthened its eco-tourism initiative with mentoring on technical design, VAT structuring, and documentation.

A key achievement of the visit was the practical, hands-on support provided to local governments. The monitoring team helped clarify technical and procedural issues, improve documentation, and build confidence among municipal officials.

The mission concluded with a renewed commitment from all municipalities to complete their activities on time and meet required standards.
