Under the Provincial and Local Governance Strengthening Programme (PLGSP), the second meeting of the Provincial Steering Committee was held on Bhadra 5th, 2082 of Lumbini Province. The meeting reviewed the progress report of the programmes implemented by PLGSP in the last fiscal year 2081/82.

The meeting was chaired by the Honorable Chief Minister, who emphasized the need to further strengthen coordination between the provincial and local governments. Highlighting that the good governance will be institutionalized, the service delivery to be optimum and timely, and capacity enhancement would be prioritized for concurrent years. The Chief Minister also cited future plans to expand the digital services in the governance, build the institutional capacity of local governments, improve public financial management, control fiduciary risks, and enhance technical support in areas contributing to sustainable development in fulfilling the national goals and plans.

Expressing gratitude to PLGSP/PPSU and PCGG for their continued support and guidance in strengthening governance, the Hon'ble Chief Minister instructed the concerned authorities to immediately begin and accomplish the planned activities in timely manner and ensuring the quality for the fiscal year 2082/83.

The meeting approved the Provincial Annual Strategic Implementation Plans and Budget (PASIPB) for FY 2082/83 which has been already endorsed by the Provincial Steering Committee, and also approved the detailed workplan of PPSU and PCGG to implement the approved activities in the forthcoming Fiscal Year.

Furthermore, in order to ensure effective implementation and facilitation of the programme, the meeting decided to form a Provincial Technical Assistance Committee (PTAC) as per the programme document. The committee will be coordinated by the Provincial Programme Director, and will include the following members:

• Executive Director, PCGG

• Provincial Treasury Controller

• Officer-level representative, Ministry of Internal Affairs and Planning

• Officer-level representative, Ministry of Social Development

• Officer-level representative, Provincial Planning Commission

• Provincial Programme Manager (as Member-Secretary)

Additionally, representatives from the Federation of District Coordination Committees, Municipality Association of Nepal, National Association of Rural Municipalities, and other development partners will be invited as special members as required.

प्रदेश तथा स्थानीय शासन सवलीकरण कार्यक्रम (PLGSP) अन्तर्गत  प्रादेशिक  निर्देशक समितिको दोस्रो बैठक भदौ ५ गते सम्पन्न भएको छ। बैठकमा गत आर्थिक वर्ष २०८१/८२ मा सम्पन्न कार्यक्रमहरूको प्रगति प्रतिवेदन प्रस्तुत गरि समीक्षा गरिएको छ।

बैठकको अध्यक्षता गरिरहनु भएका  माननीय मुख्यमन्त्री ज्यूले स्थानीय तह र प्रदेश बीचको समन्वयलाई अझ सुदृढ बनाउनु पर्नेमा जोड दिनुभयो। उहाँले  चालु वर्षमा सुशासन, सेवा वितरणको सहजता र क्षमता अभिवृद्धि विशेष प्राथमिकता दिइनेछ” भन्दै डिजिटल सेवा विस्तार, स्थानीय तहको क्षमता अभिवृद्धि, सार्वजनिक वित्त व्यवस्थापन सुधार र दिगो विकासका क्षेत्रहरूमा प्राविधिक सहयोग बढाउने योजना गर्नुभयो। यसका साथै, उहाँले निरन्तर सहयोग र मार्गदर्शनका लागि PLGSP/PPSU र PCGG प्रति आभार प्रकट गर्दै आ.व. २०८२/८३ का लागि योजनाबद्ध गतिविधिहरू यथाशीघ्र सुरु गर्न निर्देशन दिनुभयो।  

बैठकले मुख्यमन्त्री तथा मन्त्रिपरिषद्को कार्यालय अन्तर्गत रहेको प्रदेश कार्यक्रम सहयोग इकाई (PPSU) र प्रदेश सुशासन केन्द्र (PCGG) मार्फत कार्यान्वयन हुने गरी राष्ट्रिय निर्देशक समितिबाट स्वीकृत आर्थिक वर्ष २०८२/०८३ को वार्षिक बजेट तथा कार्यक्रम (PASIPB) अनुमोदन गर्नुका साथै  PPSU र PCGG ले सम्बद्ध कार्यक्रम/क्रियाकलापको विस्तृत कार्ययोजना समेत स्वीकृत गरेकोछ ।

कार्यक्रमको प्रभावकारी कार्यान्वयन तथा सहजीकरणका लागि बैठकले कार्यक्रम दस्तावेज बमोजिम प्रादेशिक प्राविधिक सहायता समिति (PTAC) गठन गर्ने निर्णय गरेको छ। उक्त समितिमा प्रादेशिक कार्यक्रम निर्देशक संयोजक रहने गरि  कार्यकारी निर्देशक, प्रदेश सुशासन केन्द्र; प्रदेश लेखा नियन्त्रक; अधिकृत स्तर प्रतिनिधि, आर्थिक मामिला तथा योजना मन्त्रालय, अधिकृत स्तर प्रतिनिधि,  सामाजिक विकास मन्त्रालय, अधिकृत स्तर प्रतिनिधि, प्रदेश योजना आयोग सदस्य तथा प्रादेशिक कार्यक्रम व्यवस्थापक सदस्य-सचिव रहने व्यवस्था गरिएको छ। आवश्यकता अनुसार जिल्ला समन्वय समिति महासंघ, नगरपालिका संघ र गाउँपालिका राष्टि्य महासंघ, लगायत अन्य विकास साझेदार संस्थाहरु  आमन्त्रित सदस्यको रुपमा आमान्त्रण गरिनेछ ।
