Interaction on Strengthening Administrative Federalism

The Provincial and Local Governance Strengthening Programme (PLGSP) organized an Interaction on Strengthening Administrative Federalism aimed at foster effective coordination and functional federalism by bringing together senior officials and institutional representatives from the federal, provincial, and local levels.

The program convened participants from key government institutions and ministries, including Office of the Prime Minister and Council of Ministers, Ministry of Federal Affairs and General Administration, Ministry of Finance, Office of the Chief Ministers and Council of Ministers (Bagmati, Gandaki, and Karnali Provinces), Tokha and Bhaktapur Municipalities.

Through presentations, expert discussions, and interactive sessions, participants explored key aspects of administrative federalism, including human resource policies, provincial and local organizational structures, staffing norms, and the organization and management standards.

The interaction program supported to:

  • Establish a common understanding of administrative federalism among federal, provincial, and local representatives.
  • Clarify the modalities for developing national standards for human resource policies, organizational structures, staffing norms, and the organization and management standards.
  • Identify next steps and actionable recommendations from experiences at local, provincial and federal level to strengthen coordination across all levels of government.
