The Provincial and Local Governance Strengthening Programme (PLGSP) Madhesh Province convened its second Provincial Steering Committee (PSC) meeting for reprogrammed PLGSP to review the progress of PLGSP, align strategic priorities, and endorse key decisions to further strengthen participatory, inclusive, and accountable service delivery at the provincial and local levels. The event, held on 3 July 2025, was chaired by the Hon. Chief Minister Mr. Satish Kumar Singh.

The meeting was attended by 22 PSC members, including the Chief Minister, Principal Secretary, Vice Chairperson of the Provincial Planning and Policy Commission, Province Secretaries, representatives from provincial chapters of local government associations such as NARMIN, MuAN, and AODCC, and the Executive Director of the Provincial Research and Training Center (PRTC).

The Committee deliberated on several critical agendas including:

• Review of current fiscal year’s progress
• Endorsement of the Provincial Annual Strategic Implementation Plan and Budget (PASIPB) for FY 2082/83
• Approval of new project proposals under the Innovation Partnership Fund (IPF)
• Formation and endorsement of the Provincial Technical Assistance Committee (PTAC) and its Terms of Reference

The meeting reaffirmed the province’s commitment to improving institutional performance, enhancing coordination between provincial ministries and local governments, and ensuring efficient and timely budget execution. The approved PASIPB and IPF proposals reflect a continued focus on innovation and contextual solutions to strengthen subnational governance.

The formal establishment of PTAC was a key milestone, expected to bolster technical support structures and improve coherence in program delivery. The Hon. Chief Minister concluded the meeting by underscoring the importance of collective action, innovation, and sustained collaboration to achieve the goals of PLGSP in Madhesh Province.
