On February 9, 2024, an official Memorandum Of Understanding (MoU) signing ceremony took place, bringing together the Province Planning Commission of Koshi Province and Degree College, TU, Biratnagar. The purpose of the MoU was to collaborate on the development of the second periodic plan for Koshi Province. Mr. Kamal Bahadur Thapa, Secretary of the Planning Commission, and Mr. Dhak Bahadur Thapa Magar, the campus chief of Degree College, TU, were the signatories to the MoU.

This collaborative effort has been integrated into the Annual Strategic Implementation Program (ASIP) of the Provincial Project Implementation Unit (PPIU) under the title "6.41 Support to Prepare Second Provincial Periodic Plan."
