A high level workshop on “Preliminary Feedback Collection for the Revision of Unbundling of Functions of the Three Tiers of Government” has been concluded in Madhesh Province on 4th September 2023 as part of the provincial consultations to bring a greater clarity on the delineation of responsibilities among the federal units.
The workshop was chaired by the Hon’ble Chief Minister and was graced as a chief guest by the Hon’ble Speaker of the Province Assembly where the participants included the Hon’ble Ministers, Hon’ble State Ministers, Hon’ble Chairpersons of Thematic Committees, District Coordination Committee Chief of Dhanusha District, Secretary of the Office of the Prime Minister and Council of Minister, Principal Secretary of Madhesh Province, Mayor of Janakpur Sub-Metropolitan City, Chief Attorney, Provincial Coordinators of the Local Governments Associations (MuAN and NARMIN), Secretaries of the Provincial Ministries and Commissions/Institutions, Chief District Officer of Dhanusha District, Chief of three Security Bodies in Madhesh Province (Nepal Police, Armed Police and National Investigation Department), Province Treasury Comptroller, Chief Administrative Officer of Janakpur Sub-Metropolitan City, District Coordination Officer of Dhanusha District, and the Division/Section Chiefs of the Office of the Chief Minister and Council of Ministers. The participants categorized into five working groups, namely the social group; economic group; infrastructure group; peace, security and governance reform group; constitutional bodies, province assembly and law group had an intensive quality discussions and provided the valuable feedback.
The Office of the Prime Minister and Council of Ministers had organized the workshop which was coordinated by the Office of the Chief Minister and Council of Ministers of Madhesh Province where the Provincial and Local Governance Support Programme (PLGSP) provided the facilitation support. Note: The Unbundling Revision Recommendation Committee was formed in the first ever meeting of the National Coordination Council held in Pokhara on 1st July 2023 and accordingly the provincial consultations are ongoing across the nation to collect the preliminary feedback on the unbundling of functions of the federal units.
