Skillful and effective financial management is important to operate the government system and
to achieve the expected results of the plan. Public finance management is important to achieve
the expectation of the constitution by implementing the fifteenth plan and achieving the SDG
goals. The MTEF plays an important role as a tool for making harmony with periodic plans,
annual plans, and programs. It brings improvement in aspects such as achieving the targeted
results of the development plans, equitable distribution of resources and greater mobilization,
transparent and frugal spending system, infrastructure construction and service quality and
efficiency, and financial discipline. Thus, the government of Nepal makes mandatory provisions
for the Provincial and Local Governments to make a medium-term expenditure framework
(MTEF).
The Province Research and Training Academy conducted MTEF training for LGs since the
previous fiscal year. Hence, the PRTA collected the demand from the province ministries from
time to time, so that it might be easy to conduct the demand-based capacity development
training. Formally and informally the province ministries demanded the MTEF training as per
needed. In this context, the Province Research and Training Academy conducted the MTEF
training for staff of Province Ministries and subordinated offices.
