Madhesh Province Advances Evidence-Based Planning and Budgeting for Improved Governance and Service Delivery
PLGSP Madhehs supported to organized a high level Review and Planning Workshop of Madhesh province on 26 Jestha 2083 at Janakpurdham. The workshop reviewed the implementation status of FY 2082/83 programmes and generated recommendations for the preparation of provincial policies, programmes, and budgets for FY 2083/84.
The workshop brought together the Honorable Chief Minister, provincial ministers, Chief Secretary, members of the Provincial Policy and Planning Commission, ministry secretaries, planning and monitoring officials, development partners, and technical experts. Participants reviewed development achievements, implementation challenges, and future priorities for the province.
Key technical sessions focused on annual progress review, Sustainable Development Goals (SDGs), the Sixteenth Periodic Plan, Nepal’s graduation from Least Developed Country (LDC) status, budget formulation, and monitoring, evaluation, and reporting systems. Discussions highlighted progress in infrastructure development and service delivery while identifying challenges related to budget execution, project delays, limited human resource capacity, weak monitoring systems, and dependence on federal grants.
Participants emphasized the need for stronger inter-ministerial coordination, realistic and evidence-based planning, improved monitoring and reporting, and greater investment in human development and social sectors. The workshop also stressed aligning provincial programmes and budgets with SDG targets and national development priorities.
The recommendations generated will support the formulation of FY 2083/84 plans and budgets and strengthen governance, accountability, and service delivery. The event contributed to PLGSP’s objective of enhancing provincial planning, public sector performance, and inclusive, accountable governance in Madhesh Province.
