A high-level coordination and discussion meeting on Capacity Building and Inter-Governmental Relations (IGR) among the Federal, Provincial, and Local Governments was successfully organized by the Government of Karnali Province in collaboration with ADDCN, NARMIN, and MuAN. The meeting was chaired by Hon. Chief Minister Yam Lal Kandel with the active participation of the Principal Secretary, Secretaries, Under Secretaries of the Office of the Chief Minister and Council of Ministers, provincial leadership of ADDCN, MuAN, and NARMIN, along with provincial committee members and representatives from local governments including 8 female participants out of total 30 participants.
The meeting agenda emphasized strengthening coordination, cooperation, and institutional collaboration among the three tiers of government. Representatives from local government associations shared their plans, priorities, challenges, and major intergovernmental concerns for discussion. Key agenda items included the implementation of Provincial Coordination Council decisions, recommendations for the policies and programmes of FY 2083/084, discussions on the Chief Minister Employment Programme, and strategies to enhance service delivery and the effectiveness of local governance.
The meeting served as an important platform for coordination and dialogue between provincial leadership and local government associations. ADCCN, MUAN, and NARMIN jointly stressed the importance of strengthening institutional coordination, ensuring equitable resource distribution, enhancing legal clarity, addressing staffing challenges, and promoting more practical and effective programme implementation. Responding to the concerns raised, the Honourable Chief minister emphasized the need for proactive engagement from local governments and committed to strengthening coordination mechanisms, policy reforms, accountability systems, monitoring processes, and the effective implementation of future programmes and Provincial Coordination Council (PCC) decisions.
An open and constructive discussion was held on various IGR issues, institutional coordination, policy implementation, and capacity enhancement. Necessary decisions were made during the meeting, and Hon. Chief Minister directed the provincial leadership and concerned stakeholders to take forward the agreed action points in a coordinated and result-oriented manner.
