The Province and Local Governance Strengthening Program (PLGSP) conducted eight orientation events on the Local Governance Performance Appraisal System (LGPAS) for local governments across Madhesh Province. These sessions were held from 3 to 12 Chaitra 2082, with the primary objective of familiarizing officials with the LGPAS framework, which is designed to assess and improve operational performance while promoting efficiency and transparency.
The orientations were delivered across eight districts, engaging approximately 400 participants, including Chief District Officers, Chief Administrative Officers, Heads of Planning Sections, and IT Officers. The sessions covered key aspects of LGPAS, including user accreditation, role-based access for data entry, verification and approval processes, as well as the Standard Operating Procedure (SOP), core components, key indicators, and overall significance of the system. Participants also received hands-on training on the LGPAS web portal for data entry and reporting.
Feedback from participants was highly positive, with many expressing increased confidence in using the system to align their routine activities with governance performance indicators. One participant noted, “This training helped us understand how to link our daily work with LGPAS indicators. We now feel more confident in using the system.” The program has established a strong foundation for the effective implementation of LGPAS. Continued technical support will be provided to local governments to ensure the sustained success of this important initiative aimed at improving public service delivery.
