The interaction program strengthened the capacity of local government officials to prepare medium-term, realistic, and priority-based budgets. It improved skills in linking plans, policies, and budgets through effective use of the Medium-Term Expenditure Framework, contributing to stronger public financial management at the local level.
The PRTC/PLGSP organized two events of interaction programme on the Medium-Term Expenditure Framework (MTEF) from 26-28 December 2025 at Rautahat covering Rautahat and Sarlahi districts. A total 51 planning and account officers of LGs participated in this interaction incorporating 3 Women officers.
The three-day program focused on the concept, principles, and importance of fiscal budget and MTEF. Sessions covered the legal framework, step-by-step MTEF preparation process, resource estimation, expenditure ceilings, and program prioritization. The training emphasized gender-responsive, inclusive, and climate-sensitive budgeting. Practical Excel-based exercises helped participants apply MTEF tools in real planning scenarios. Group discussions and presentations encouraged peer learning and problem-solving.
Participants committed to applying MTEF in upcoming planning and budgeting cycles. The program strengthened coordination between planning and finance functions at the local level. This event contributed to PLGSP’s goal by improving financial discipline, transparency, and efficiency, and by strengthening institutional capacity for sustainable local governance.
