A two-day Training for Trainers (ToT) Program on Local Governance Performance Assessment System (LGPAS) was successfully conducted by Ministry of Federal Affairs and General Administration (MoFAGA) in Surkhet, Karnali Province, on 26-27 January 2025.
The program was inaugurated y the Principal Secretary of Karnali Province, Mr. Birendra Kumar Yadav who highlighted the broader role of the LGPAS system. He stated that " LGPAS not only monitors the performance of Local Governments, but also evaluates the functioning of concerned sections and staffs. This system serves as a supportive mechanism to improve governance and service delivery. He further emphasized that the Government plans to roll out the LGPAS system across all government entities in this province. He also instructed to organise a comprehensive LGPAS training for Local Governments (LGs) and District Coordination Committees (DCCs) in coordination with KPTA soon."
On the closing day, participant shared their reflections on the training. Mr. Kham Bahadur Thapa, Section Officer of Narayan Municipality, Dailekh and Ms. Anita Gyawali, Under-Secretary at Provincial Hospital, Surkhet addressed the program was highly beneficial. Ms. Gyawali noted that "the training has significantly enhanced our understanding of LGPAS. The indicators comprehensively address overall local government functions. In the initial year, performance results from local governments may appear lower, as collecting and organizing the required documentation is a time-consuming process. However, this will improve gradually with experience and system adoption."
Mr. Pradip Pariyar announced Ten percent subsidy will be distributed based on LGPAS scores. The training witnessed strong participation, with a notable majority of women participants. However, achieving scores alone is not sufficient; effective knowledge sharing and practical application are essential. The real value of the training lies in improving service delivery. Ultimately, LGPAS scores are secondary—the key priority is proper implementation of the system at the local government level.
The closing ceremony was chaired by Province Secretary of Karnali Province Mr. Laxmi B.K. and attended by representatives from the Karnali Province Training Academy (KPTA), Provincial Research and Training Academy (PRTA), and other provincial and federal institutions. Key attendees included Mr. Biddhya Prasad Upadhyay, PPM and Under Secretary, Office of the Chief Minister and Council of Ministers (OCMCM), Karnali Province,Mr. Surendra Bahadur Shahi, Under Secretary and Executive Director of PRTA, Mr. Prallad Kumar Karki, Under Secretary, MoFAGA, and Mr. Niroj Ghimire, Section and Information Officer, PCU. The event concluded with the distribution of certificates to the participants.
