The Ministry of Federal Affairs and General Administration (MoFAGA) and the Provincial and Local Governance Strengthening Programme (PLGSP), in coordination with the Office of Rastriya Kitabkhana (Nijamati) [Department of Civic Personnel Records], organized a two-day workshop on the Handover and Operation of the Personnel Information System (PIS) on 16–17 Bhadra 2082 (1–2 September 2025). The event aimed to advance the effective transfer, management, and use of the PIS as a key step toward strengthening administrative federalism in Nepal.
The workshop brought together representatives from the:
- Office of the Prime Minister and Council of Ministers (OPMCM)
- Office of the Chief Minister and Council of Ministers (OCMCM)
- Ministry of Federal Affairs and General Administration (MoFAGA)
- Provincial Kitabkhana Offices
- Technical experts engaged in the design and implementation of the PIS
The two-day discussions and technical sessions focused on:
- Reviewing managerial and technical status and challenges in system operation
- Developing a framework and process for the systematic handover of PIS
- Identifying technical requirements for system improvement
- Building a roadmap to ensure smooth and sustainable operation across provinces
The workshop fostered shared understanding among stakeholders on the managerial and technical preparations required for a more sustainable, user-friendly, and efficient PIS, contributing directly to the strengthening of administrative federalism and improved service delivery across all provinces. This effort is closely aligned with PLGSP’s objective of enhancing the capacity of provincial and local governments for more accountable, transparent, and effective governance in Nepal’s federal system.
