The Office of the Chief Minister and Council of Ministers (OCMCM), members of the IPF Technical Committee, the Provincial and Local Governance Strengthening Programme (PLGSP) Technical Assistance Team, and local representatives jointly conducted a five-day monitoring visit across 12 local governments in Madhesh Province. The objective was to assess the sustainability of previously implemented projects and evaluate the feasibility of new proposals under the Innovation Partnership Fund (IPF).
The team conducted site visits, held focus group discussions, interviewed local officials, and reviewed project documentation. The monitoring visit highlighted tangible results in areas such as women’s entrepreneurship, digital governance, and improved service delivery—with projects like bamboo crafts, e-attendance systems, and CCTV installations showing promising community impact.
The feasibility of nine new project proposals was also assessed, focusing on innovation, scalability, local ownership, and alignment with provincial priorities. While most proposals were deemed viable, some required further refinement to address concerns related to duplication, infrastructure readiness, and long-term sustainability.
Moving forward, the mission recommended appointing focal persons for IPF coordination, institutionalizing refresher trainings, improving procurement processes, and enhancing digital maintenance and market linkages. This monitoring initiative has played a vital role in reinforcing evidence-based decision-making and ensuring the effectiveness and relevance of PLGSP-supported initiatives at the local level.
