First Federalism Coordination Committee (FCC) Meeting Conducted

The first Federalism Coordination Committee (FCC) meeting of the Provincial and Local Governance Strengthening Programme (PLGSP) was held on May 20, 2025, at the Ministry of Federal Affairs and General Administration’s (MoFAGA) hall in Kathmandu, and was chaired by the Secretary of MoFAGA, Mr. Rabi Lal Pantha. The meeting focused on finalizing and approving the Annual Strategic Implementation Plan and Budget (ASIPB) for FY 2082/83 (2025/26).

The meeting brought together all the members of FCC including the senior officials and representatives from Office of the Prime Minister and Council of Ministers, Financial Controller General Office, Ministry of Urban Development, National Natural Resource and Fiscal Commission, Ministry of Education, Science and Technology, Ministry of Women, Children and Senior Citizens, Ministry of Law, Justice and Parliamentary Affairs, provincial programme directors, local government associations (NARMIN, MuAN, ADCCN), UNDP, and staff members of PLGSP Programme Coordination Unit (PCU).

Since it was the first meeting, the program started with a brief introduction of PLGSP, its progress updates, then moved to discussions on plan and budget allocations for the coming fiscal year. The participants emphasized the programme’s role in strengthening federalism through capacity development and coordination.

The FCC approved the Federal ASIPB for FY 2082/83. Discussions focused on addressing implementation challenges and strengthening coordination among federal, provincial, and local levels for effective programme delivery.

The FCC decided to forward the plans and budgets to the National Steering Committee (NSC) for endorsement. FCC members provided feedback and suggestions which the PLGSP team will use to refine programme to ensure smooth implementation in the upcoming fiscal year.
