30-Working-Day In-Service Training for Assistant Level 5 Staff Commences in Madhesh Province

The Province Research and Training Center (PRTC), Madhesh Province, has commenced two parallel batches of a 30-working-day in-service training for Assistant Level 5 staff of provincial government offices at Mithila Bihari Municipality, Dhanusha. Supported by the Provincial and Local Governance Strengthening Programme (PLGSP), the training aims to strengthen staff knowledge, skills and practical competencies for improved performance and effective public service delivery.
Training at a Glance
A total of 69 government staff are participating in the training, including 16 female participants and two participants from gender and sexual minority groups.
The training also has an important role in participants’ career development, as successful completion of the training is a mandatory requirement for promotion.

The training covers 10 key modules designed to strengthen participants’ professional knowledge, workplace competencies and service delivery capacity.

The programme combines technical sessions, practical exercises, field study, presentations and assessments, enabling participants to connect theoretical knowledge with practical workplace applications.
Opening Session
The opening session was chaired by Babali Mehta, Executive Director of PRTC. Shobhakanta Poudel, Principal Secretary of Madhesh Province, attended the programme as the Chief Guest, while Parbati Sharma, Secretary, attended as the Special Guest.
The Principal Secretary highlighted the importance of the training in strengthening staff knowledge, professional capacity, attitudes and work performance. The Secretary emphasized that the training would also contribute to improved staff behaviour and more effective public service delivery.
Strengthening Professional Capacity
The training will provide participants with practical knowledge and skills that can be directly applied in their workplaces. It will also promote continuous learning, professional development and improved work practices.
The initiative contributes to PLGSP’s focus on strengthening the capacity of government institutions and supporting more effective, responsive and accountable public service delivery.
