The Province Research & Training Centre (PRTC), Janakpurdham, in support of Province and Local Governance Strengthening Programme (PLGSP), has commenced a 30-day in-service training program for 6th-level officers of provincial government. The training began on 2 November 2025 and 84 civil servants are participating in two parallel groups. This training has been designed to enhance the professional competence of civil servants by strengthening their administrative and financial management skills, improving service delivery and accountability, and equipping them with practical knowledge and leadership capacities necessary for effective and citizen-focused governance.
The program focuses on developing skills such as office management, communication, public finance administration, procurement, auditing, digital governance, leadership, ethics, coordination, and information and communication technology (ICT). Alongside technical capacity, the training emphasizes personality development, teamwork, practical field study, and performance evaluation. Through this comprehensive approach, participants are expected to build confidence, enhance their leadership qualities, and adopt ethical and responsible public service behaviour. The training also aims to help civil servants deliver timely and effective public services, improve coordination among governmental bodies, and strengthen their capacity to implement development programs and advance in their careers.
The training program was formally inaugurated in the presence of senior provincial officials including Mr. Madan Bhujel, Chief Secretary of Madhesh Province; Md. Lal Babu Kawadi, Province Secretary at the Office of the Chief Minister and Council of Ministers; and Mr. Uddav Prasad Rizal, Province Secretary at the Ministry of Home, Communication and Law. The session was chaired by Mr. Sattar Ansari, Executive Director of PRTC. During the inauguration, speakers underscored the importance of continuous learning, professionalism, and behavioural change in civil service. They stressed that knowledge sources are abundant in today’s era and encouraged participants to use this opportunity to learn and apply new skills in their daily responsibilities. The speakers also highlighted that training should lead to improved performance and increased public trust in government institutions, emphasizing that capacity development is essential not only for professional growth but also for strengthening transparent, efficient, and citizen-centric governance.
