"Legislative Law Drafting" training for Local Level

Background:

The constitution of Nepal has transformed the unitary state structure into three layers of federal government and define their own working areas, responsibilities and right. The federal systems function throughout constitution of the state. In the contest of Nepal, the constitution is the mail law similarly on the basis of constitution the three layers of government have been developing the various law, policy and act as per needed.

753 Local Levels along with the seven provinces have formulated various policy, act, guidelines and procedures. Even though they have been facing various difficulties during law drafting periods because they have not been skill full human resources. In this contest, the Province training center is going to contribute to provide skill and knowledge to Legislation Committee convenor or member and staffs of law section of Local Level.

The event of Law Drafting training of output 14 (14.1.1) is being operated in two shifts:

 First shift: 24- 26 March, 2021 

Second Shift: 26-28 March, 2021 

Objectives of training:

  • To strengthen the capacity of legislation committee convenor or members and law section Officers/staffs of Local Level.
  • To enhance conceptual clarity among government officials and elected representatives about role and mandate of local government related to legislative drafting
  • To equip participants to be able to draft necessary legislations for their respective local government  
  • To increase familiarity of participants on the various dimensions, international and national practices, considerations relating to law drafting process.

 

Participants of the training: Legislation Committee Convenor or members and law section officer/staff of Local Level.

Training Venue: Maa Kamakhya Hotel, Triyuga, Itahari

Remarks of key persons during opening session:

Chief guest of the opening session and Secretory of Internal Affairs and Law Ministry Mr. Rajendra Kumar Poudel: "The Local Level have various task and responsibilities out of them the legislative law making is prime for provide justice to citizens as well as inclusive distribution. We have prepared the various laws, act, procedure and guidelines even though could not make it properly because we didn't have enough knowledge and skills regarding law making process and steps. The legislative law making and law drafting is very important as well as complex sector. We should have to learn more from this training and replicate in your working areas."

 Chairman of the opening session (Province Training Center Director) Mr. Ganesh Prasad Timsina: " The main objectives of law-making is to function and make discipline to society as well as provide justice to people. We have to use each and every word and sentences careful during law drafting. The constitution of Nepal has been provided dual role which is to manage and implement the law in Local Level. The LGs representatives and staffs are the service provider who are near to people as well as providing services to people as per needed."

Local Government Export Mrs. Anita Guragain: Brief about Province Training Centre and its working areas. She said that the Centre is just started to operate and could not achieves the goals without their support so it is our responsibility to operate, manage and promote the training Centre. Provided short information regarding PLGSP. She wishes the participants skill and knowledge can sharp after received this training
