11th Provincial Coordination Council Meeting Concludes Successfully in Karnali

The 11th Provincial Coordination Council (PCC) Meeting of Karnali Province was successfully held in Birendranagar under the chairmanship of Chief Minister Yamlal Kandel, bringing together key stakeholders from provincial and local governments.

The meeting openly discussed on the proposed agenda specially focused on strengthening inter-governmental coordination, effective service delivery, inter-government policy alignment, budget implementation, policy, budget and planning for the upcoming fiscal year along with others. The meeting was started with review on the decisions of last meeting, the council emphasized collaborative governance among federal, provincial, and local levels to ensure effective implementation of policies and programs, revenue generation and sustainable development across all LGs of Karnali Province.

The meeting witnessed the presence of high-level officials and representatives, including:

  • Hon. Chief Minister Karnali Province
  • Hon. Minister, Economic Affairs and Planning
  • Members: DCC Chief, Municipality (Mayors/Deputy Mayors) and Rural Municipality (Chair persons and Deputy Chairperson) representing all 10 districts
    • Chiefs of District Coordination Committees from various districts
    • Mayors/Chairpersons and Deputy Mayors/Vice-Chairpersons from municipalities and rural municipalities across Karnali
  • Member Principle Secretary Provincial Karnali Government
  • Member Secretary: Secretary of Provincial Karnali Government
  • Invitee Members: Representatives from LG associations such as:
    • Chair Person Association of District Coordination Committee Nepal (ADCCN) Karnali Province Chapter
    • Municipal Association of Nepal (MUAN) Karnali Province Chapter
    • National Association of Rural Municipalities in Nepal (NARMIN) Karnali Province Chapter
  • Law Secretary, Under Secretaries and Officials from Provincial Governments and PLGSP technical experts
  • Media representatives from national outlets including Rastriya Samachar Samiti, Radio Nepal and Nepal Televisio

  • Review and follow-up of decisions made in the 10th meeting
  • Sharing Details and management of local-level employees and their work responsibilities and formal communication for Provincial Public Service Commission
  • Coordination and inter-government relation regarding development projects implemented by the provincial government and local levels, including sharing of authority
  • Own Source Revenue increasing at PLGs and sharing/transfer from local levels to the provincial government
  • Discussion on policies, programs, and budget formulation for the upcoming fiscal year.
  • Measures to make coordination between provincial and local levels more effective
  • Capacity development related to audit irregularities (arrears clearance)
  • Harmonization and integration of laws formulated by local levels within the provincial framework for and collection of LG Laws for documentations.
  • Consultation with Local Government by Province Government during Law-making (legislation) processes that are impacted to LGs
  • Miscellaneous matters

​​​​​​​📢 The meeting reaffirmed the commitment of all two tiers of government to work collaboratively for inclusive, sustainable, and citizen-centric service delivery, planning and budget implementation in Karnali Province.
