The OCMCM/PLGSP Progress review workshop on Innovation Partnership Fund (IPF) Projects to assess project progress, exchange learnings, identify implementation challenges, and explore practical solutions. The event was organized on 2 February 2026 at Bardibas Mohattari. The mix of decision makers: Mayors/chairpersons, Chief Administrative Officers, Project focal persons from five IPF implementing local governments, members of the IPF technical committee, and technical teams; PLGSP technical staff jointly discussed and worked for problem solving. All local governments highlighted their financial and physical progress, procurement status, and risk factors. A major focus was on procurement management, especially the use of the e-bidding system. Discussions identified key challenges such as changes in market rates, low vendor participation, delays caused by administrative and political transitions, and external disruptions. As a solution, the workshops highlighted the need for flexible planning, timely cost/estimate review and continued technical support. 

The workshop also highlighted good practices, including transparent procurement through e-bidding, strong coordination with beneficiaries, and regular learning exchange among local governments. One of the learning shared by the LGs was that peer learning and open discussion with beneficiaries, user committees, and sectoral stakeholders helped identify practical solutions to accelerate implementation and improve project results.


The workshop contributed to PLGSP’s objective of strengthening LGs governance systems by promoting innovation, accountability, collaboration, and learning-based management. It reinforced the importance of adaptive approaches for effective service delivery and sustainable local development in Madhesh Province.
The workshop concluded with clear next steps. Participants agreed to review cost estimates where required, strengthen technical support for procurement, and maintain regular progress review meetings.
