Training Summary Report

Public Procurement Management Training for LGs officials

Province Training Academy (PTA) Banke

Date: 31 May-3 June 2022,

Under the ASIP plan2021-2022 of Province Training Academy, Banke Lumbini province had planned the 3 events of demand-based Public Procurement Management Training for the fiscal year 2078/079. Out of three, the 1st and 2nd events training were conducted in Nepalgunj and Dang which started from 31 May to 3 June 2022,

This capacity development training was organized at the special request of the local governments because the public procurement management training is most important to LGs for maintaining transparency, accountability, and rule of law of LGs. For this training, PTA dispatched the training invitation letters to 70 LGs and make a plan to conduct the training in 2 slots.  For the 1st slot, 25 LGs conformed to their participation, and in the 2nd slot total of 27 LGs confirmed to participate in this training.

In Nepalgunj, a total of 23 LGs officials participated, and out of them, 1 is female. In line with the 2nd event training conducted in Dang, Ghorahi where 27 LGs official participated, and out of them, 2 are female.  In the inauguration program of Nepalgunj, executive director Mr. Guru Prasad Sharma chaired the program. Mr. Khadanad Adhikari Chief treasury controller has been invited as a chief guest. He also facilitated the training sessions. The training was facilitated by quality facilitators like Mr. Khadanad Adhikari and Ram Ashray Shah. The training content was prepared by a Capacity Development Expert in close coordination with the Chief treasury controller and PTA team.  The training content was finalized by PTA and facilitated accordingly.

 The duration of the training was designed in 3 and half days where 14 sessions have been planned. the major training content is the concept, meaning, and importance of public Procurement. The Public Procurement Plan and Master plan, Methods and Process of Public Procurement, Legal provision, practice, e-bidding process, variations orders, estimate and specification, and public procurement act, regulations, Contract management, service purchasing method consulting services, etc. The practical session was held as an issues-based discussion.   

Mr. Guru Prasad Sharma Executive Director of Province Training Academy Banke chaired the opening ceremony and inauguration of the 3 and half days training program by reading the program banner. Mr. Bhuwan KC account officer welcome the participants. Mr. Balram Sharma (CD Expert) clarifies the training objectives. Mr. Premnarayan Shrestha LG expert PLGSP/PTA Banke also address the participants and well wishes. At the end of the opening ceremony, Mr. Guru Prasad Sharma Executive Director/Chairperson of the program addressed the participants about the importance of the training for their further currier.  In the program, the master of ceremony (MC) was performed by Sanju Shrestha (Infrastructure development expert). The training was managed in COVID friendly environment. Every day The training started at 9:00 AM and it was completed at 5:00 PM.

 

Training Objectives

  • Provide the theory and practical knowledge on public procurement management.
  • Capacitate, engineers, account officers and store unite chief on public procurement management, e-bidding process,
  • To enhance the knowledge and skill of Procurement units/officials and make systematic the procurement process.
  • Discussed on Procurement act and rules along with issues and practical problems during the procurement process.
  • To capacitate concerned officials regarding the procurement act and rules so that support to minimize the irregularity of public property/government resources.
  • To develop the skill of government officials for quality work, document, ion, and fiduciary risk reduction.
  • To make a common understanding of the public procurement process.  by sharing issues and the best practices during the procurement process.

 

Outputs of the training:

The first slot training started in Nepalgunj where 23 participants received the training. PTA invited 35 LGs also for their participation in the 1st slot but due to a shortage of time, only 23 LGs officials were represented in the training. The training Participants knew on Public Procurement Management concept, meaning, and importance of public Procurement. The Public Procurement Plan and Master plan, Methods and Process of Public Procurement, Legal provision, practice, e-bidding process, variations orders, estimate and specification, and public procurement act, regulations, Contract management, service purchasing method consulting services, etc. Participants proactively discussed the issues, challenges, and practical problems with facilitators and satisfy with the facilitators' answers and facilitation skills.

Remarks and suggestion

During the opening ceremony, Mr. Guru Prasad Sharma (Executive Director) shared the importance of public procurement management training. He also said that Province Training Academy has given the authority to capacity development of the PG and LGs elected representatives and officials. So this training was conducted for LGs officials for their capacity development. Based on the government instruction and annual plan, PTA provides the Capacity Development activities to Province Governments and Local Governments with the support of MoFAGA. So this is an opportunity for LGs and PGs to capacitate their staff as soon. For this program, MOFAGA managed the budget from different donors and designed the program named PLGSP.
