Training summary Report

LGs planning process, budgeting and result based monitoring

Date: 17-19, January 2022, Kalawalguri Jhapa

 

Provincial Training Center, Province 1, Kalwalguri Jhapa organized the two events of the capacity development training to LGs representatives and officials on LG planning process, Budgeting and Result Based monitoring in Kalawalguri Jhapa.

The event was planned to achieve the result of output 14. For this training, PCGG invited 22 LGs from 4 districts.  Both training events was managed residential in Bhadrapur and that was started from 17 January and completed in 19 January 2022.  The total number of invited participants was 44 from 22 LGs and only 25 participants participated in the training.  Out of 25 participants (7 were elected representatives and 18 were government officials) were participated. As a training facilitators Mr. Dilip Chaapagai, Suman Dhakal, Taranath Niraula and Balram Sharma facilitated the sessions. The training content prepared by CD Expert with coordination to curriculum development expert.  The training content finalized by PTC and facilitated as accordingly.

 In this training, Participants were facilitated on different 12 sessions like LGs annual planning process, 7 step planning process, inter relations between different plans, SDG and its localization, Cross cutting issues, GESI and LGs result based monitoring system etc.

In the inauguration programme was chaired by Ganesh Timsina (executive director), Ms. Anita Guragai LG Expert clarify the objective of the training and welcome to participants. The management support handled by CD Expert Mr. Balram Sharma, Bidhya Gautam (curriculum Development Expert) and Aruna Bhattarai from PTC Kalawalguri Jhapa. The training was managed with COVID friendly environment, every day, both training started from 9:30 AM and it completed in 4:30 PM. The training was managed in two halls.  In the first group, there has 14 participants and the second group, there were 13 participants managed in two training halls due to COVID -19.

Objectives

  • Conduct the capacity development training regarding the LGs planning, budgeting and result base monitoring.
  • To empower the LGs representatives and officials for delivery the effective planning process and quality service.
  • To train the LGs representatives and officials on 7 step planning process under local government operational act 2074.
  • To Support LGs on common understanding regarding planning process.
  • Focused on cross cutting issues of LGs and provide technical ideas on incorporate the crosscutting issues in planning and budgeting.
  • To orient on SDG localization process in planning. Support to develop the common understanding on SDG and its localization. SDG localization is very important for all layers of government for economic prosperity.
  • Develop the common understanding on how to make annual plan on the basis of periodic plan.
  • To make forum for share best practice and experience among participants so that they can replicate.

Outputs Delivered: Total 14 LGs representatives and officials received the quality training on local level planning process, budgeting and monitoring. Participants well known on LGs planning process, SDG localization process, monitoring and evaluation and LGs cross cutting issues. The discussion held on the planning related LGs issues and challenges and share the lesion learnt with team.

Detail of training participant: The 3 days residential training was conducted in province training center Kalwalguri Jhapa. The training was residential. Total 26 participants invited and only 17 were participated.  The training was planned for head of planning section.  The government officers and elected representatives of 13 LGs of Dhankuta, Terhathum, Okhaldhunga and Jhapa were participated. Three deputy mayor, two vice chairpersons, one ward member and 11 LGs officials participated in the training.

Remarks and suggestion

The closing ceremony was chaired by executive director Mr. Ganesh Prasad Timsina. From the participants Two participants one was from LGs representatives and another from LG staff share their views, remarks and important of the training. Vice Chairperson of Sabhapokhari Gaupalika Ms, Sita Dahal thanks to PTC/PCGG to organized this training. She shared that the training was very important for LGs in planning, budgeting and monitoring propose. She shared that this training was delay organized. If this training was organized in previous year its result comes more practical. Although the initiation was good.

As a LG staff's  representatives Mr. Khamsang Bhote shared his experience on planning process of LGs. He replies that if elected representatives showed their committed dedication than the planning process will fruitful. Most of the elected representatives want to mismatch the process due to their vested interest. He thanks to PCGG/PTC to organized this training with LGs representatives and officials. Today we are clear on the planning process and made common understanding. Deputy Mayor Urmila Subedi shared that the objective of the training is good. This training supports LGs representatives and officials on smart planning.

Mr. Rajan Kumar Betwal planning officer of Mechi Nagar Palika reply that the planning process training is very practical. This training helps the LGs representatives to understand the planning process of LGs. The training supports to understanding on planning process and cross cutting issues of LGs. participants feel that if this training was planned in three years ago, the result comes more practical. Although it supports for next plan. The planning process is just started and it supports LGs for further upcoming planning process. 

During closing ceremony, Director of Province Training Center, share their experience on important of planning for local development. He focused that without having a better planned we could not achieve desirable goals. This is the right time to provide the planning process training to LGs. This training will support to LGs representatives on planning and budget preparation.
