The Office of the Chief Minister and Council of Ministries (OCMCM) Madhesh Province has successfully completed a series of Orientation Programs on Concepts, Legal Provision and Practical tools of Monitoring and Evaluation for Provincial Government (PG) offices with the support of PLGSP. These orientations are considered one of the key milestones in strengthening the monitoring and evaluation system at the provincial level.

The orientations were organized with the objective of building a common understanding on M&E concepts, legal provisions, and practical tools, and to support provincial offices in implementing an effective and harmonized M&E system.

Orientation Events at a Glance

Four orientation events were conducted across the province to ensure wider coverage and participation. More than 150 office heads and representatives from various Provincial Government offices actively participated in these orientations.

Key Areas Covered

The orientations focused on both conceptual clarity and practical application. The orientations covered the following major areas:

  • Basic concepts of Monitoring and Evaluation
  • Key provisions of the Monitoring and Evaluation Act, 2080
  • Key provisions of the Madhesh Province Development Projects Monitoring and Evaluation Procedure, 2081
  • Standard monitoring and reporting templates and their practical use

Through presentations, discussions, and interactive sessions, participants were oriented on how to align their regular monitoring and reporting practices with the existing legal and procedural frameworks.

A Major Step Forward for Provincial M&E

These orientation programs mark an important step toward institutionalizing a strong, consistent, and results-based M&E system within the Provincial Government of Madhesh. By bringing together office heads and representatives, PLGSP has helped create a shared understanding and commitment toward evidence-based planning, monitoring, and decision-making.
