Strengthening Inter-Governmental Coordination Through the 5th PCC Meeting in Madhesh Province

The 5th meeting of the Provincial Coordination Council (PCC), Madhesh Province has concluded with support of Provincial and Local Governance Strengthening Programme (PLGSP)/PPSU Madhesh Province.

A total of 11 out of 13 PCC members participated in the meeting, including 3 women. Members demonstrated strong engagement throughout the discussions.

Key agendas discussed included a review of decisions from the 4th PCC meeting, endorsement of new procedural guidelines aligned with the Inter-Governmental Relations (IGR) Act 2078 B.S., and strategies to enhance administrative relations between PG and LGs. The council also reviewed achievements under PLGSP-I and explored implementation strategies for PLGSP-II, including the Innovation Partnership Framework (IPF). Discussions emphasized avoiding duplication of development efforts and the formulation of a Madhesh Province Provincial Monitoring and Evaluation Act to clarify roles across governance levels.

The PLGSP team provided a detailed overview of IPF objectives, selection criteria, and implementation processes, enriching members’ understanding of the framework’s potential impact.

The meeting concluded with the high level commitments from the Honorable Chief Minister, minister of Home Affair, Communication and Law, and the Principal Secretary to regularly convene PCC meetings and ensure effective implementation of decisions. Moreover they highlighted the significance of the PCC as a good coordination mechanism between LGs and PGs and requested to LGs to adhere to the decisions made by the meeting. The event played a critical role in reinforcing PLGSP’s goal of promoting good governance through improved intergovernmental coordination and planning.
